On OE 16 for each BOM on the Miscelaneous Tab you have the option to make the manufacturing order when all components are ready or when components for the first operation are ready.
I could not find any way to tell the system which components belong to which operation
Any suggestion is welcome

Found it is set on the BOM component tab, by using the modify list view option to Consumed in Operation, then editing that field.
