Follower logic is defined at 

• Settings --> Technical --> Discuss --> Sub Types

Existing Followers can be managed in batch via 

• Settings --> Technical --> Discuss --> Followers 

Review https://www.odoo.com/documentation/master/applications/productivity/discuss/chatter.html to ensure you understand how Follower logic works. In Odoo 19, external Contacts (Customers, Vendors, etc) are never added by Odoo as Followers - Users now have to do this manually.
