Hi! we have used the Odoo Purchase app for a government agency (a ministry) as part of an ERP integration project.
Overall, the app is quite flexible, but we had to apply some customizations to comply with:
- Public procurement regulations (e.g., thresholds, tenders, multi-level approvals)
- More complex approval hierarchies
- Budget controls by project or department
