Can someone advise how/if I can record a purchase expense in Odoo community edition without having to first create a vendor bill? Or is the only way to create a vendor bill, and then register payment (which is a lot of keystrokes)?

You can always directly post accounting entries for expenses to an appropriate journal.
Thank you Ermin - this doesn't really address what I need unfortunately, as the people who will be recording purchase expenses won't have access to journal entry.
