The error "Timesheets must be created with an active employee in the selected companies" means Odoo failed to match the user_id or employee_id provided in the timesheet record with an active employee in one of the selected companies.

Make sure the employee is an active record (not archived) link to the correct user  (not archived ) and company is set correctly on both user and employee records.
