As Ray said, out of the box Odoo this field does not block an internal user from confirming the sales order.  In my experience it does block a portal user from self confirming a sales order though.  Also, I think with a little customization, you could calculate if the date has passed, and then trigger some automated rules to do nearly any action you desire.
