If you are looking to integrate a new payment provider into odoo, you can check for the existing payment providers in odoo and see how those are implemented and managed.

By referring to the existing one and going through the API documentation of your provider, you can built the module.

Also you can check in the odoo apps store or github and see if some one already built the same.
