Let me share a little bit what I know.

1. Tax setups is on the Product level instead of Product Category
2. Tax for different states can be set up with Fiscal Position. You just need to give the default tax and set the tax to be changed to what in the Fiscal Position.
   You can check Accounting > Configuration > Fiscal Positions
