We have about 250 workers. Of these 50 are Employees and 200 are general labourers. Both these groups must submit timesheets to be paid through payroll.

We would like 50 employees to be users only so would consume a license. Is there a possibility for the 200 general labourers to be non users/employees but their timesheets can be sent for payroll processing through their individual reporting to line manager who is an employee?
