​I have a Giant Client of Manufacturing/Producution/Baking of Cakes, Pastries, Biscuits, and the list goes to 110 different products in which 80% products Produce by them directly. They have a Single BoM strategy for every product and a Manual MO against it, I mean MTS.

They have 55 Warehouses for Raw, One Huge Factory for Production, 35 retail Outlets where they have mini production store for immediate and special Orders and for this purpose they use MTO. This structure is exist in only One city and the other cities having almost they same fixed Assets as well but I am talking about only a single city structure.

Now, What is the issue which is arising every one's mind that have 1419 Operation types against the 55 WH and 35 retail outlets so It is for sure that 1419 Operation types is not even a feasible or efficient way and it is also not possible that this figure 1419 is the only option. 

They are giving the following excuses for running this complex king of inefficient system:
1. For tracking purpose, Almost 900+ Operation types they created as a Transit. They mean if they did not create this Transit Stopping point for moving Raw, FG or any other inventory so they are unable to track or investigate the exact quantity and location.
2. They want to create 2 step Document process, suppose an Outlet raising a demand for factory so when factory receives this demand, they initiate Issuance against it which is a same document as demand but Header Issuance.
3. They have issues in Access rights of Users of Outlets

What I think, they are not fully utilizing the Rules on Routing other wise these 1419 will never be a need to run any system but as the system is operate now and it is working technically so will take the rsponsibility to challenge it?

I am the One who took this challenge. I have some thing in mind but I also need suggestion or implementation guide of reduced Operation types. If the Idea of yours work, It will pay off for sure.
