How can I remove this ?

Hi, I have got the same issue. Then I just deleted the translation of ";DocType HTML&" from Settings-> Translations -> Translated Terms.
Then it seems ok :)

I followed this
1) Activate developer mode
2) Settings --> Translations --> Application Terms --> Translated Terms
3) Then deleted the translation value of <!DOCTYPE html>
I think odoo has mistake in /report/i18n/ar.po .LINE 37

You should login to Transifex and report this error to the arabic translation team in order to change it permanently, otherwise the error will come back when updating your Odoo installation.
