Can I upload a PDF file to reports and edit it to add the data record to it
for example I want to upload certificate PDF file to reports and I want to add the Name and the achieve that the record is done and the picture of this person.

That option is not available directly in odoo IN that case you have to create fields and views according to your pdf and fields need and make print pdf templates design as according or make it same pdf as you have but all that part is development
