After just installing Odoo 11 yestaerday, I've watched this:

But following those steps, I still don't see any "Show full accounting features" in developer mode.

Hi,
Did you installed the module named Invoicing (technical name : account) ? If Not install the module and go to the users form view after activating the developer mode and tick the show the full accounting feature option.
