Is it possible on odoo v17 (Community Edition) to set a manager approval on order before sending it to customer?

Yes, it's possible. For example, if you want to add this functionality in the sales order, you need to inherit the state and add the additional states as required. You can also add a button for manager approval and set up a group specifically for the manager. This way, only the manager can see and access the records that are pending approval.
