Hi,
For the logged in user check whether the group Settings is assigned . Get the current users name, login as admin, then go to Settings -> users & companies -> Users, and open that users form view. In the Adminstration section make him as Settings

Which version are you using ? in the normal is everything fine ? in the normal just upgrade the base module and check the developer mode again
I'm using v11.0. for some reason it was not showing because i had multiple companies created and admin was allowed to manage all the companies but when i choose another company in the current company feild then the app's tab is visible.
