Hi,
You can't hide the chatter and there is no configuration to do that.
Its working depend on screen display resolution so if you changed the resolution (decrease it) it will be shown at the bottom.
You can use custom app if you are on Odoo Sh or on on-promise server, Go to apps.odoo.com and search for Hide chatter
