We would like the employee to indicate on which project the expense was made.
So correct project manager can approve expenses according to his/her projects.
When I look into the expenses app, I cannot find any way to allocate a project.

Enabling Analytic Account under accounting/invoicing configuration->settings,
activates the "Expense" field "Analytic" to be used by Employees to choose the respective project/analytic account:
