documents public access v16 enterprise

How do I set up access to documents to make them publicly visible (to anyone) at the document or workspace level. 

I would like to share them as links on a website or blog. (Link for example - the "read more" button doesn't work) which is linked to the sharing address documents (I couldn't insert the link - too small karma :)

In the documents there is sharing for a specific user and in the workspace you can select a group of users (for reading) - but what group? 

I set the documents a little around in settings/technical/attachments - to "is a public document. In v11 - I shared documents from the "slides" module. 

Please suggest.
