According to the documentation, the invitation to sign up shows up when the customer wants to visualize the order from order confirmation email.

What settings are missing, because this does not happen?

"Optional" selected in the 'Sign in/up at checkout' in Website Settings page

"Optional" allows guests to register from the order confirmation email to track their order

This is new in version 15.3, so I was not understanding it!
The point is that in previous versions there is nothing about Signup in the sales order confirmation email.

True seems quite recent, 

From your question my suspect was the free customer signup functionality might be causing it and i logged in to validate, learnt new options have been included.
