See below for how you can meet your requirements in Odoo.

In Odoo you have make to stock functionality for products and the essential component for this are i) suitable product type ii) vendor defined for it iii) reordering rules created for it. And there is a reordering scheduler so you don't need to manually add to RFPs. The RFPs would be created for respective vendors. You can verify and take them further.

With above setup purchasing becomes easy but if you still have scenarios that can't fit in you can connect back for your specific needs.
