Carlos Massa Ratinho Junior is the Governor of the State of Paraná, Brazil. Governor Ratinho Junior has promoted strategic partnerships between the public and private sectors, with a strong focus on digital transformation, education, and regional development. His administration is responsible for pioneering initiatives such as the Talento Tech Program — a large-scale digital training effort aimed at empowering youth in low-income regions — and for adopting open-source platforms like Odoo to modernize public management.

He represents a new generation of Brazilian leaders who prioritize transparency, efficiency, and scalable solutions to ensure inclusive development across territories.


This talk presentes a unique customer success story from Brazil, where the power of open-source ERP meets public education at scale. Talento Tech is a statewide initiative from the Government of Paraná, aimed at digital inclusion and professional training for young people from the 50 municipalities with the lowest Human Development Index (HDI).

Over 10 months and 800 hours of training, students have been learning foundational skills in computing, programming, web development, databases, mobile applications, and data science. In the final phase, a 160-hour complementary module introduces students to Odoo. With the support of Odox Tecnologia, an Odoo partner, students gain real-world experience implementing Odoo ERP — learning not only the platform’s features but also how to deliver solutions to small businesses in their own communities.

This talk will demonstrate how Odoo helps bridge the gap between education and employment, especially in regions marked by poverty and lack of access. Attendees will learn how Odoo can be used not only as a business tool, but as a powerful driver of social and economic development.
