Fiscal positions and vendor bills

Question

Hello,
Do you have any idea if we can link the accounts to the fiscal positions.
For example, if we want to create a vendor bill and we have already defined a fiscal position for this vendor; when creating the bill how could we link automatically the taxes (not manually doing it every time) to the account without putting any product?
