Using the United States localization, I see a consistent miscalculation of Federal Unemployment Taxes in each employees Pay Slip. It is exactly 10 X the correct amount.
Is this something I can fix in a rule parameters?

You can fix this salary rule parameter by simply changing the US: FUTA tax rate Salary Rule - Parameter Value from 6 to .6, which by definition with reduce the amount withheld by a factor of 10. By default installation, Version 18 Online incorrectly assigns this value incorrectly.
