Odoo’s official position is that everyone pays the same license fees for Enterprise — there are no special rates or discounts for non-profits. The only exception is that Odoo provides the Community Edition, which is 100% open source and free to use.

So if a non-profit wants to avoid license fees, the option is to download and run the Community Edition (self-hosted, with no access to Odoo Online/Odoo.sh services, upgrades, or official support). Enterprise pricing remains the same for all customers, whether they are commercial companies, NGOs, or non-profits.
