We hope to host this on digitalocean or linode VPS. And we expect that our local internet will go down with some consistency. It is the only internet provider in the area and we wonder if we can run this offline and when the network comes back up sync it up to our VPS?

OpenERP POS has an offline mode that behaves the way you describe. The rest of OpenERP needs to be connected to the server though. So if you need more than the POS offline, your options are either to have your OpenERP server available locally in your shop, or to work on a secondary local server that you will sync to your main server with modules like base_syncro.
