How do i define the accounting sale journal? When i want to create a bill, it appears that message, and i can not continue.

You need to install a Chart of Accounts. Go to Accounting (or Invoicing) > Configuration > Settings
At the top of the screen you should see "Fiscal Localization". Select a Package from the drop-down list and then click on "Save".
