How can the customer know about the payment terms and the cash discount?

1. Both parties agreed upon payment terms before the quotation.

   2. The payment terms are written on the quotation.

   3. The payment terms are written on the invoice.

In my opinions, the answer is 3 (The payment terms are written on the quotation) not correct answer. It should be 1 (Both parties agreed upon payment terms before the quotation).
