In the add followers button it shows new wizard, In that partners(many2many) field are visible for same company logged in users, but i want to access two people are logged in different company but those people have same child companies, for that need rule for partner follwers.
please excuse my brevity and spelling

As far as I can see, there is no restriction at all for the partner field. You should be able to select all partners in your database....
