odoo16 windows addons installation

Question

I have windows
i installed odoo16 with installer
get my plugin from git and clone it in
'C:/Program Files/Odoo16/server/addons',
' C:/Program Files/Odoo16/server/odoo/addons ',
but after restarting the service :

I can't see my addons like odoo15
I can't find a refresh list of add-ons action buttons like odoo15
i added my custom addon path here:
and restart the service but add-ons didn't show in app list

Hi,
If you are looking for the Update Apps List option like below

It will be visible when we enable the developer mode.
You can activate developer mode by
Settings->General Settings-> scroll to bottom and you can find option to enable

After enabling this you will have option to Update app list

finally, I can do it with: (with @sybrosys help)

http://localhost:8069/ web?debug=1#action=85& model=res.config.settings&view_type=form&cids=1&menu_id=4 [1]
and also create new DB
after creating a new DB with:
http://localhost:8069/web/database/selector
I can see my plugins and addons and button at the top for refreshing addons list
