It's not possible with standard OpenERP options.
Yes that's possible through a pretty straight forward development. The legal question depend on the country.

A partner balance is a legal document. A sales order is a legal document. An invoice is a legal document.
In my opinion it is better not to combine them in one document.
I do not prefer, but if you need some kind of a combination I think it is best to send one e-mail with both documents attached.
