We noticed that the portal menu is removed from Odoo version 10, So now how Odoo is managed the Portal things that are managed in the Portal of Odoo version 9?

In Odoo v10, My Account menu under the login name is used to manage the portal
Hi Udit,
You can directly create portal group from Groups form. Users & menus attached to that group will be your portal user(s) and portal menu(s) respectively.
You can also invite your vendors/customers via email to join portal groups. For that go to vendors/customers view, select them & in action button you can see a wizard Portal Access Management.
